It is the convert the hydraulic energy of water into the mechanical energy 

Working of it : 

In this turbine required the hydraulic head which produce the hydraulic energy that energy is impact on the blade of impulse turnine so impulse wheel is rotate that rotation is called mechanical energy  

As shown in below figure
